With these it helps Killing other processes is not a healthy thing to do. If your scenario involves something like uninstallation, you could use the MoveFileEx API function to mark the file for deletion upon next reboot.
If it appears that you really need to delete a file in use by another process, I'd recommend re-considering the actual problem before considering any solutions.

hop of those help? There is no need first to check if the file is locked and then access it, as between the check and the access some other process may still get a lock on the file. So, what you do is correct, if you succeed, do your work with the file.

it helps some times The short answer to this is no.
However, the long answer is that there are various API calls and WMI methods that you can use to find this information out, but don't expect it to be quick and simple.

it helps some times To be sure that you're definitely getting rid of all potential locks on the image, you could wrap your code in a using block.
code :
using(Bitmap myBitmap = new Bitmap())
  //use myBitmap in here

With these it helps You'll have to close the handle that your application has to the file. Keep in mind that you'll have to open your file again on your application, I believe.
I found a different but similar question, with sample code that solves your problem: Force close file by its path on Windows
