How to detect when the div element width change (not window resize) in JS?

it should still fix some issue You can use a MutationObserver. Consider the following example that will let you know when the

tag is resized manually or when you click the "Resize" button. Any attribute mutation will trigger the observer so you will need to filter by what you want.

code :
const p = document.querySelector("p");
const button = document.querySelector("button");

const p$ = new MutationObserver((mutationList, observer) => {
  for (mutation of mutationList) {
    console.log(mutation);
  }
});

p$.observe(p, {
  attributes: true,
  childList: false,
  subtree: false
});

button.addEventListener("click", () => {
  p.style.width = "100px";
});
.wrapper {
  width: 400px;
}

.resizable {
  resize: both;
  overflow: scroll;
  border: 1px solid black;
}
<div class="wrapper">
  <p class="resizable">Hello</p>
  <button>Resize</button>
</div>

How to make element NOT to resize on window resize / resolution change

it helps some times Your code should not be working in any browser at all. As per the W3C Spec, "Boxes with fixed position that are larger than the page area are clipped."
Simply change position: fixed; to position: absolute;
code :
#login-loguout-box {
    width: 380px;
    height: 380px;
    position: absolute;
    top: 45%;
    left: 50%;
    margin-left: -190px;
    margin-top: -190px;
    margin-bottom: 20px;
    border: 2px solid #cacaca;
}

Resize element width on window resize jquery

it should still fix some issue I am computing elements width on page load with jq and works fine , trying to automate on window resize but kinda does not work. Desired effect: Boxes should auto resize on window resize and not drop down. , Try $(window).resize See below,
code :
$(document).ready(function() {
    var cw = $('#container').width();
    $(".box").width(cw / 5);

    $(window).resize(function() {
        var cw = $('#container').width();
        $(".box").width(cw / 5);
    });
});

I hope this helps . One way to do it is to treat your layout divs as table cells. apply a fixed width to your logo on the left and icons div on the right and then leave the middle div to fill the empty space.
Here's a simplified version of your code above.
code :
.container {
      display:table;
      border:1px solid grey;
      height:60px;
      margin: 15px auto;
      position:relative;
    }
    .log {
      display:table-cell;
      width:100px;
      background:blue;
      font-size:36px;
      font-weight:bold;
      margin-right:15px;
    }
    .search-bar {
      display:table-cell;
      position:relative;
      max-height:35px;
      align-self:center;
    }
    #icon-set{
      display:table-cell;
      width:200px;
      background:red;
    }
<link href="https://maxcdn.bootstrapcdn.com/bootstrap/3.3.7/css/bootstrap.min.css" rel="stylesheet"/>

<div class="container">
  <div class="log">logo</div>
  <div class="search-bar">
    <div class="input-group">
      <input type="text" class="form-control" placeholder="Search for...">
      <span class="input-group-btn">
        <button class="btn btn-default" type="button">Go!</button>
      </span>
    </div>
    <!-- /input-group -->
  </div>
  <div id="icon-set"></div>
</div>

Can a Window Resize Event Detect the Browser Screen Width on Page Load?

I wish this help you Maybe I was making this more complicated than I needed to. Media queries seemed to do the trick, for the most part:
code :
#content {
  max-width: auto;
  overflow: auto;
  white-space: normal;
  background-color: red;
  display: inline-block;
}

@media only screen and (max-width:600px) {
  #content {
    max-width: 100px;
    overflow: hidden;
    white-space: nowrap;
    text-overflow: ellipsis;
    background-color: blue;
  }
}
<div id="content">CONDENSE THIS TEXT</div>
<div id="content">CONDENSE THIS TEXT</div>
<div id="content">CONDENSE THIS TEXT</div>
<div id="content">CONDENSE THIS TEXT</div>
<div id="content">CONDENSE THIS TEXT</div>

tracking element width on window resize angularjs

it helps some times In a perfect world you should use Resize Observer. But, right now it is still not ready for production because it is very limited with browsers (Chrome only)
So you can go this way and try to get some polyfills and when all browsers will support this feature you will get rid of the polyfill or try to find something else like this standalone lib or this JQuery plugin
