XSL-FO Remove Static Content when break-before creates empty page

help you fix your problem You want an fo:conditional-page-master-reference (see https://www.w3.org/TR/xsl11/#fo_conditional-page-master-reference) with a blank-or-not-blank (see https://www.w3.org/TR/xsl11/#blank-or-not-blank) value of blank.
The first fo:conditional-page-master-reference for which all of its traits are true is the one that is selected, so the new fo:conditional-page-master-reference should come before your fo:conditional-page-master-reference that refer to the page masters for odd and even pages. Here's an example that comes from a FOP test file (I think):

Remove page header and footer, and put header/footer content in body itself (but this is not something you can do if your report has more than one page).

it fixes the issue I only changed the part which was necessary, which is div#main-content-in.

To fix the issue you can do This can be caused by three things:
You're using a very old version of iTextSharp. If so, please upgrade to a more recent version of iTextSharp. We don't fix obsolete versions. You're using page events and contrary to what is advised in the documentation, you're adding content in the onStartPage() method. You're using writer.setPageEmpty(false); which is kind of asking iText to consider an empty page as not being empty.

is the issue here. You keep adding them but not removing them.
Looking at your HTML source you see left-over
elements which are the reason you see the ever increasing line-spacing.

Include static HTML page under content of a drupal basic page. Can i make a block and include the static page?

I wish this help you Yes, you can use block. You can define a new region below the content or you can assign the html block in the content area itself. The block position can be assigned in admin->structure->blocks.
