Near seeds in random number generation may give similar random numbers?

wish of those help There will definitely be a correlation between the seed and the random numbers generated, by definition. The question is whether the randomization algorithm is sufficient to produce results that seem uncorrelated, and you should study up on the methods for evaluating randomness to answer that question.
You are right to be concerned though. Here are the results from Microsoft's C++ rand function with seed values from 0 to 9:

I don't see where it's indicated that the results of uniform!int and uniform!double should even be remotely close, nor any specification on how the bits from the random number generator get converted to the requested type.

I wish did fix the issue. To consolidate a few comments...
Making multiple calls to a getRand() function which reads from /dev/urandom is slow and should be avoided, as it uses system calls which add a lot of overhead. It is better to read much larger chunks from /dev/urandom and buffer them, or to use /dev/urandom to seed a software PRNG.

I hope this helps you . Non-static member variables of a class are constructed when you construct an instance of the class. The static member variables, on the other hand, are same for all instances of the class. They need to be defined explicitly.
You need to define the static member variables in the enclosing namespace. Add
