it helps some times The documentation you have referred to is relevant to the admin services for user and role management. They are implemented using SOAP. But since you have some basic requirements as add user delete user add roles you can use the SCIM2 REST API's[1][2]

Postman Collection is passing in Postman Runner but not It's failing in Command prompt and in Jenkins job

I hope this helps . It's not failing in the Collection Runner because you have selected the separate environment file in the UI. You can tell this from the title, at the top of the collection run summary.
The environment variables are contained in a separate exportable file, you would need to get a copy of this from the 'Manage Environment' section of the application. More information about how to do this can be found here.

Postman Mock API Server - how to make it private after I already created the collection and made it public

this one helps. If the Mock has already be created as a Public Server, you can make it Private by editing the Mock from the Collection menu in the app.
Press the > option on the Collection name Select the Mocks tab Select the Pencil icon to Edit the Mock Server Check the Make this mock server private box Press the Save Changes button

Using admin-on-rest with public routes
