To fix the issue you can do Inside your for loop put in a line to print(item) You’ll see it is the value in wrongMark, not the index. You probably want
code :
For index in range(len(wrongMark)):

list[-1] yields "list index out of range" error in python program

I wish did fix the issue. If words is empty, then yes that will happen. Trying to access words[-1] in an empty array is just as invalid as words[0]. Add a check to see if len(words) == 0. The same logic holds for nextWords which in this code looks like it too could be empty.

Why is this mini program saying that the list index is out of range?

wish of those help Simeon Visser's answer answers your question, but I think it's still worthwhile to point out the Pythonic solution to your problem:
code :
from string import ascii_uppercase as uppercase

replacement_set = uppercase[13:] + uppercase[:13]

will help you I'm new to Python and have been learning only for a week so please pardon me if the answer seems really obvious to those of you who are experienced. I have written a simple program as follows and don't understand why I don't get "error: list index out of range". , Because
code :
>>> len([])
0
>>> range(1, 0)
[]

layerZ_total = []
layerZ_sp = []
layerZ_nonSp = []

for x in range(0, 12):
    layerZ_total.append(np.size(layerZ[x]))
    layerZ_sp.append(np.count_nonzero(layerZ[x]==0))
    layerZ_nonSp.append(np.count_nonzero(layerZ[x]))

    #Printing the results on scree to trace
    print "Layer:",x+1,"Threshhold:",repr(ths),"Total Parameters: ",layerZ_total[x],"# Sp: ",layerZ_sp[x],"# Remained : ",layerZ_nonSp[x],"Sp %: ",float(layerZ_sp[x])/layerZ_total[x]

should help you out You though about the case the values are bigger, but that's not where the problem is : when vaues are smaller you can for example add random values. Also don't need to clear your values just increase an index, also use good names and you're done :
code :
def modify_column(matrix, index, values):
    if len(values) < len(matrix):
        while len(values) != len(matrix):
            values.append(randint(0, 10))

    for idx, row in enumerate(matrix):
        row[index] = values[idx]
    return matrix
---------------------
initial
[[5, 4, 6, -3], [4, 7, 10, 9], [12, 6, 11, 5], [2, -2, 1, 3], [1, 7, -1, 5]]

modify_column(my_matrix, 2, [2, -5, 6, 1, 2, 3, 4])
[[5, 4, 2, -3], [4, 7, -5, 9], [12, 6, 6, 5], [2, -2, 1, 3], [1, 7, 2, 5]]
        ^               ^              ^               ^             ^
modify_column(my_matrix, 2, [2, -5, 6]) # add random value to fill
[[5, 4, 2, -3], [4, 7, -5, 9], [12, 6, 6, 5], [2, -2, 10, 3], [1, 7, 4, 5]]
        ^               ^              ^               ^             ^
