I hope this helps you . I had recently similar problem and the only way to solve it was to use plain old HTML codes for single (') and double quotes (").
Source code was total mess of course but it worked.
code :
<a id="aShowHide" onclick='ToggleDisplay(&#34;<%# DataBinder.Eval(Container.DataItem, "JobCode") %>&#34;);'>Show/Hide</a>
<a id="aShowHide" onclick='ToggleDisplay(&#39;<%# DataBinder.Eval(Container.DataItem, "JobCode") %>&#39;);'>Show/Hide</a>

protected void RepRecentDocumentsOnItemDataBound(object sender, RepeaterItemEventArgs e){
if (e.Item.ItemType != ListItemType.Item && e.Item.ItemType != ListItemType.AlternatingItem) return;
var doc= (RecentDocs) e.Item.DataItem;

I wish this help you We use DefaultContractResolver class which is the part of Newtonsoft.Json.Serialization. The code will look like as below.
code :
public void ConfigureServices(IServiceCollection services)
      services.AddMvc().AddJsonOptions(opt =>
        if (opt.SerializerSettings.ContractResolver != null)
          var resolver = opt.SerializerSettings.ContractResolver as DefaultContractResolver;
          resolver.NamingStrategy = null;
