It can take a lot of work to retrofit Unit testing and especially TDD into a legacy project. Typically you'll find database and business logic residing in the code behind file of the web pages.

In PHP is BDD a replacement for TDD or is it here to complete the TDD?

seems to work fine In my opinion the two overlap in a good way. You would use BDD to create your specification by defining behaviors that are required by your system. You are then free to go ahead and implement the system any old way, but should you do the implementation using TDD you will probably find that there is a one-to-one match between your defined behaviors and your high level tests.
In terms of learning, my suggestion would be to first to go TDD first if you are a coder and BDD first if you are an analyst.

it helps some times Typically, TDD is done using unit tests rather than UI tests. Even if you can prove that these pass in multiple browsers, it doesn't prove that the application works in multiple browsers, just that the JavaScript does what it is supposed to in multiple browsers - it doesn't take into account the HTML or CSS.
Although there is some value in checking that your unit tests pass in multiple browsers, UI tests can go further and show that the tested functionality at least "works" in different browsers and most UI testing frameworks will support running in different browsers.

However, the distinction between BDD and TDD is not as you've mentioned and I'd like to clear up what "ensuring the behaviours and business goals of software are being met" really means :)

When starting with BDD, or having executable acceptance tests, I recommend to first understand "what's in a story" (i.e. how to define the requirements.
