will help you Back with .Net 1.1 obfuscation was essential: decompiling code was easy, and you could go from assembly, to IL, to C# code and have it compiled again with very little effort.
Now with .Net 3.5 I'm not at all sure. Try decompiling a 3.5 assembly; what you get is a long long way from compiling.

Why are most (all?) Obfuscation-tools directed to C# and other C-languages and not VB?

hop of those help? If you mean VB.NET, it can be obfuscated the same way as C#, since the obfuscators work with the assemblies, and not the source code. Since C# and VB.NET compiles into (almost) the same IL, it will work with both of them.

seems to work fine What's a structure of the text (i.e. set of strings)? You could use your knowledge of it to encode it in a shorten form. E.g. if you have large base-decimal number "1234567890" you could translate it into 36-base number, which will be shorter.
Otherwise it looks like you are trying invent an universal archiver.

Obfuscation of assemblies without 3rd party tools

this one helps. You should not stored security-information within your source-code. Write them to XML or any other external datasource, encrpyt this information and then you won´t need any obfuscation.
However obfuscation won´t hanlde this case as it simply replaces the names of variables and parameters, not their actual values. So if you have something like this:
