Incorrect date being set with new Date()

Incorrect date being set with new Date()

Does that help Parsing of date strings is mostly implementation dependent, so it's generally recommended to avoid the built-in parser. Most browsers treat JavaScript dates with a pattern xx/xx/xxxx as MM/DD/YYYY, so 22/09/2017 is seen as either an invalid date (e.g. Safari, Firefox, Chrome), or the 9th day of the 22nd month of 2017 (apparently your browser).
Your browser is interpreting it as 'the 9th day of the 22nd month', so you're ending up on October 9th 2018, 22 months and 9 days into 2017.
code :
new Date(2017, 8, 22, ...)

it should still fix some issue You are currently adding the event handler to the entire document, and you actually just want to add it to the datepicker element. See below:
code :
$(function() {
    $("#datepicker").datepicker().on('keypress', function(e) {
    e.preventDefault();
    })
  })
<link href="https://maxcdn.bootstrapcdn.com/bootstrap/3.3.7/css/bootstrap.min.css" rel="stylesheet" type="text/css">
<link href="https://code.jquery.com/ui/1.9.2/themes/base/jquery-ui.css" rel="stylesheet" type="text/css">
<script src="https://code.jquery.com/jquery-1.9.1.js" type="text/javascript"></script>
<script src="https://code.jquery.com/ui/1.9.2/jquery-ui.js" type="text/javascript"></script>
<script src="https://maxcdn.bootstrapcdn.com/bootstrap/3.3.7/js/bootstrap.min.js" type="text/javascript"></script>

<script src="js/findbrowser.js" type="text/javascript"></script>
<script src="js/jquery.maskedinput.min.js" type="text/javascript"></script>

  <div class="form-group">
    <p>Date </p><input class="form-control" type="text" id="datepicker" required></p>
    <p>Name: </p><input type="text" name="LastName">
  </div>

will be helpful for those in need In a element, the selected date is displayed in the locale format, but the value property is always returned in yyyy-mm-dd format, as described in the MDN docs.
In other words, when you choose March 9, 2019, you may see 03/09/2019 from the US or 09/03/2019 in other parts of the world, but value is 2019-03-09 regardless of any time zone or localization settings. This is a good thing, as it allows you to work with the selected date in a standard ISO 8601 format, without trying to apply a time.
code :
function printDate(){
    const d = document.getElementById("date").value;
    alert(d);
}
function printDate(){
    const parts = document.getElementById("date").value.split('-');
    const d = new Date(+parts[0], parts[1]-1, +parts[2], 12);
    alert(d);
}
function printDate(){
    const d = new Date(document.getElementById("date").value); // will treat input as UTC

    // will output as UTC in ISO 8601 format
    alert(d.toISOString());

    // will output as UTC in an implementation dependent format
    alert(d.toGMTString());

    // will output as UTC in a locale specific format
    alert(d.toLocaleString(undefined, {timeZone: 'UTC'}));
}

I wish did fix the issue. Your issue lies with UTC versus local timezone offsets.
Using the built–in parser, a string in the format YYYY-MM-DD is interpreted as UTC, whereas other strings will be interpreted as local.
code :
  const dateInput = '2019-02-05'
  const dateObj = new Date(dateInput); // parsed as UTC
  console.log("pull date", dateObj.getUTCFullYear(), dateObj.getUTCMonth(), dateObj.getUTCDate()); // UTC
  console.log("pull date", dateObj.getFullYear(), dateObj.getMonth(), dateObj.getDate()); // local
const dateInput = '2019-02-05';
let dateParts = dateInput.split('-');
dateParts[1]--; // month in Date constructor is 0-indexed (e.g. '02' represents March);
const dateObj = new Date(...dateParts); // parsed as local
console.log("pull date", dateObj.getUTCFullYear(), dateObj.getUTCMonth(), dateObj.getUTCDate()); // UTC
console.log("pull date", dateObj.getFullYear(), dateObj.getMonth(), dateObj.getDate()); // local

this one helps. Yes, ES5.1 is incorrect.
The ECMAScript 6 draft now says "If the time zone offset is absent, the date-time is interpreted as a local time."

hope this fix your issue After printing out all the dates from the last 4 years it seems that Apple uses a somewhat accepted formula for mathematically calculating the Islamic Calendar, since as Moxy pointed out, the actual calendar is not based on scientific days but instead a lunar approximation.
This formula is that all odd numbered months have 30 days and all even numbered months have 29 days with an extra day added to the last month in any year in which the number year mod 30 is one of the following: 2, 5, 7, 10, 13, 16, 18, 21, 24, 26, or 29.
