hop of those help? I need a javascript not jquery solution for this one. Any help would be great. I need check if the p tag just has a br tag and if so then hide the p tag. , Try this.
code :
function hidePTags() {
    var pTags = document.getElementsByTagName('p');
    for (var i = 0; i < pTags.length; i++) {
        if (pTags[i].children.length == 1 && pTags[i].children[0].tagName == "br") {
            pTags[i].style.visibility = "hidden";
        }
    }
}

it fixes the issue OK here is what is happening.
There is another method remove() http://api.prototypejs.org/dom/Element/prototype/remove/ that is a method on the actual button element. Because you are using the direct onclick attributes instead of observers the remove method of the element is fired instead of your observer. The reason it "works" in IE 7 is the way that the events are handled in IE 7.
code :
document.observe('dom:loaded',function(){
    $('b1').observe('click',append);
    $('b2').observe('click',remove);

});

I wish did fix the issue. Firstly, your check that the element exists is redundant as jQuery is tolerant of calling a method on a selector that contains no elements. You also appears to be missing some quotes in your code, but I assume that's just a typo in the question.
Secondly, the value of the element is provided as a string, so you'll need to parse it to an integer otherwise you may get some odd results when the type is coerced.
code :
var $select = $('select[name="whatever"]').change(function() {
    if (parseInt(this.value, 10) > 0) {
        $('input[name="foobar"]').hide()
    } else {
        $('input[name="foobar"]').show();
    }
}
var $select = $('select[name="whatever"]').change(function() {
    $('input[name="foobar"]').toggle(parseInt(this.value, 10) <= 0)
}
