AES-256-CBC in Java

will help you Both ways are working correctly, however you are encrypting different things.
The here string syntax (<<<) adds a newline to the string. So the Java output is the result of encrypting "a", and the command line output is the result of encrypting "a\n" (i.e. the character a followed by a newline).
code :
printf "a" | /usr/bin/openssl enc -aes-256-cbc -base64 -K "b38b730d4cc721156e3760d1d58546ce697adc939188e4c6a80f0e24e032b9b7" -iv "064df9633d9f5dd0b5614843f6b4b059"

I wish did fix the issue. My first question would be, do you really need to make all the projects use Java 7 compliance right away? A more reasonable approach might be to migrate then as-needed. If you're not going to put Java-7-specific code in every project, I don't see why they'd all need to change compliance level.
If for some reason you really want to do that, there's no UI to do it. What you can do is set up one of the projects first, which will create or modify a file in that project's .settings folder; then you can then copy that file to the other projects. You might have to Refresh the other projects or use Project > Clean to get Eclipse to pick up the change.

Any of those help If oldV is declared as a Vector just use the parameterized version of 'LinkedHashSet':
code :
Vector<String> newV = new Vector<String>( new LinkedHashSet<String>(oldV) )
@SuppressWarnings("unchecked")
Vector<String> newV = new Vector<String>( new LinkedHashSet(oldV) );

hope this fix your issue Don't rename the folder -- it simply will corrupt the existing installation. Instead make sure that in the PATH environment variable, a reference to %JAVA_HOME% exists before any path that contains Java. Typically a Java launcher exists in the Windows directory (e.g. the C:/Windows/system32 folder), which may still be using a different version than the one used by JAVA_HOME. Try to have %JAVA_HOME% referenced before that path in the PATH variable:
code :
PATH = %JAVA_HOME%;other_paths

it fixes the issue When you run it as 'sudo' you are running it as the root user, not your user. As a result your JAVA_HOME path (which is your user environment) won't apply.
I am seeing the error: A message body writer for Java class java.util.ArrayList, and Java type java.util.List<java.la

I wish did fix the issue. I see the JSON providers in the error message, so it seems you have the jersey-json dependency. But it seems (from what I tested) that the internal Jersey providers don't know how to handle lists of scalar values. For that you would need to make sure that Jackson is enabled. You can do that simply configuring the POJOMappingFeature in your web.xml
