I wish did fix the issue. I found the solution that some reason the [-g] to install globally wasn't working. So what I did was installing the shelljs command in the project location as below.

I hope this helps . Move webpack (and any other tools you rely on for building your Heroku slug from "devDependencies" to "dependencies" in your package.json.
You should also be able to call it with just plain "webpack" instead of ./node_modules/.bin/webpack.

Hope this helps Not ignoring the node_modules folder when pushing to heroku master seem to have been the problem.
Removing the node_modules folder and then pushing to master did the trick.

This might help you Heroku expects Procfile to be in the project root. It is easiest to deploy a Django app if manage.py is in the project root as well. For example, if your project layout was:
code :
├── db.sqlite3
├── manage.py
├── player
├── radio
│ ├── __init__.py
│ ├── __pycache__
│ ├── settings.py
│ ├── urls.py
│ └── wsgi.py
├── setup.py
├── static
├── README.md
├── .gitignore
├── requirements.txt
├── runtime.txt
└── Procfile
web: gunicorn radio.wsgi
web: gunicorn --pythonpath radio radio.wsgi

Hope this helps Ok turns out it was case sensitive issue. Apparently I was using HFS+ case insensitive format which explains why my code was working locally..
