wish help you to fix your issue One of your 3.0 VB projects is importing System.Threading.Tasks in a project setting, The namespace System.Threading.Tasks was not introduced till .NET 4.0.
Find the place that has it incorrectly added and remove it.

Any of those help All the tasks will have completed by the time Parallel.ForEach() returns, unless a call to Stop() was specifically made to abort the parallel execution. In such cases, the .IsCompleted property of the ParallelLoopState object returned by Parallel.ForEach() will be false.

hope this fix your issue System.Threading.Tasks.Task is in mscorlib which in .NET4.5. My project is not targeting, so in project properties need to change the target to 4.5.

Does that help I found an answer to my own question. After a further search online, I discovered that I was missing the Windows Embedded 8.1 Handheld SDK. Once I installed that, it solved the problem.

I wish this help you I figured it out eventually. It can be done by importing these two references:
1 - System.Runtime.WindowsRuntime.dll located in C:\Program Files (x86)\Reference Assemblies\Microsoft\Framework\.NETCore\v4.5

fixed the issue. Will look into that further I had the same problem which I fixed by changing the Project Properties->Compile->Advanced Compile Options->Target Framework value from .Net Framework 4.0 Client Profile to .Net Framework 4.0
