like below fixes the issue There is a misunderstanding here: in a D3 scale, any kind of scale, you don't pass a value within the range to the scale. Instead of that, you pass a value within the domain.
So, given your scale...

fixed the issue. Will look into that further Once place a break point at the entrance of if and check what you are getting into other plan name. If the value of the "OtherPlanName" differs with "FlatRateTarrif" then it will cause so. Once check the value you are getting into "OtherPlanName" variable.

it fixes the issue In your first script, the expect -exact... command is "succeeding" with a timeout. The default timeout is 10 seconds, and the default action on timeout is to do nothing. So the commands waits 10 seconds, matches timeout, and returns, so we continue with the next command.
You can explicitly match for timeout:

    timeout { puts "timeout!"; exit 1 }
}
expect -re {process returned with ([0-9]+)}
set returncode $expect_out(1,string)
puts "we got $returncode"
