Hope that helps I found the solution.
You create your AmazonS3Client by calling withPathStyleAccessEnabled(true) on the AmazonS3ClientBuilder. For example in the following Scala code:
code :
val amazonS3Client = AmazonS3ClientBuilder.standard()
  .withRegion(Regions.US_EAST_1)
  .withCredentials(awsCredentialsProvider)
  .withPathStyleAccessEnabled(true)
  .build()
val generatePresignedUrlRequest = new GeneratePresignedUrlRequest(bucketName, objectName)
...
amazonS3Client.generatePresignedUrl(generatePresignedUrlRequest).toString

help you fix your problem No, you can't.
From your link to the MSDN articles about standard format strings, you'll find:

like below fixes the issue Remove the \ from \data\windows\xp (the first \ that is). Also be careful because your path is getting long. There is a 260 character limit.
Path.Combine() know the directory separator character to use, so when you use it, the second parameter should not start with a .

Hope this helps Server.MapPath maps a virtual path to a physical one on the server. If you replace your backslashes with forward-slashes you should be ok:
code :
Server.MapPath("../temp/")
Server.MapPath("~/temp/");

I wish did fix the issue. I can tell you right now that the command you're using won't work. As well, make sure the tutorial you're following isn't for Laravel 5 as that version has much more artisan commands than 4.
It looks like you're trying to seed your database. Have you tried this command?
code :
php artisan migrate:refresh --seed
