it should still fix some issue You apply effect to CustomControlContent and put everything else inside of it, so the Effect affects everything inside of it. If you want certain elements to be unaffected by this, you can't add them as children of the control that has the Effect applied.
Instead of creating all that in code behind, a simple Style might be easier to maintain and change for this purpose:

fixed the issue. Will look into that further I have an ASP.NET usercontrol inside which I am enbedding the Silverlight usercontrol. I have two events in the asp.net usercontrol - EDit and View . In the view mode I want all the controls on the Silverlight side to be disabled . So, How can I disable the controls from my asp.net code. , LINQ-based code:

this one helps. You can expose a public method in your user control to any page that uses the control. You should also add an event to alert the parent pages if the state changes. Adding these methods are easy enough:

this one helps. Create a div inside content & give bg image & blur effect to it. & give it z-index less the the opacity div, something like this.

I hope this helps you . Since UIVisualEffectView subclasses UIView, just as you added the visual effect view to self.view as a subview simply hide it (the UIView hidden property) or remove it from the subviews.
In your case, I would add a instance variable which references the blurEffectView in the view, so that you can just set its hidden property to true or false if need be.
