Remove blur effect on certain controls inside UserControl

it should still fix some issue You apply effect to CustomControlContent and put everything else inside of it, so the Effect affects everything inside of it. If you want certain elements to be unaffected by this, you can't add them as children of the control that has the Effect applied.
Instead of creating all that in code behind, a simple Style might be easier to maintain and change for this purpose:
code :
<ContentControl Name="CustomControlContent" HorizontalContentAlignment="Stretch" VerticalContentAlignment="Stretch">
    <ContentControl.Style>
        <Style TargetType="ContentControl">
            <Style.Triggers>
                <Trigger Property="IsEnabled" Value="False">
                    <Setter Property="Template">
                        <Setter.Value>
                            <ControlTemplate TargetType="ContentControl">
                                <Grid HorizontalAlignment="Stretch" VerticalAlignment="Stretch">
                                    <ContentPresenter
                                    Content="{TemplateBinding Content}"
                                    ContentTemplate="{TemplateBinding ContentTemplate}"
                                    Cursor="{TemplateBinding Cursor}"
                                    Margin="{TemplateBinding Padding}"
                                    HorizontalAlignment="{TemplateBinding HorizontalContentAlignment}"
                                    VerticalAlignment="{TemplateBinding VerticalContentAlignment}"
                                    Opacity="0.6">
                                        <ContentPresenter.Effect>
                                            <BlurEffect Radius="5"/>

                            </ControlTemplate>
                        </Setter.Value>
                    </Setter>
                </Trigger>
            </Style.Triggers>
        </Style>

this one helps. You can expose a public method in your user control to any page that uses the control. You should also add an event to alert the parent pages if the state changes. Adding these methods are easy enough:
code :
Partial Class user_controls_myControl
    Inherits System.Web.UI.UserControl

   Protected Sub Page_Load(ByVal sender As Object, ByVal e As System.EventArgs) Handles Me.Load

   End sub

   Public Function isValid() as boolean

      if(me.checkbox1.text<>"" andalso me.checkbox2.text<>"") then
           return true
      else
           return false
      end if
   End sub
end Class
dim getBool as boolean
getBool = me.giveIdentity1.isValid

this one helps. Create a div inside content & give bg image & blur effect to it. & give it z-index less the the opacity div, something like this.
code :
<div class="content">
    <div class="overlay"></div>
    <div class="opacity">
        <div class="image">
            <img src="images/zwemmen.png" alt="" />
        </div>
        <div class="info">
             a div wih all sort of information
        </div>
    </div>
</div>
.content{
    float: left;
    width: 100%;
}

.content .overlay{
    background-image: url('images/zwemmen.png');
    height: 501px;
    -webkit-filter: blur(3px);
    -moz-filter: blur(3px);
    -o-filter: blur(3px);
    -ms-filter: blur(3px);
    filter: blur(3px);
    z-index:0;
}

.opacity{
    background-color: rgba(5,98,127,0.9);
    height:100%;
    overflow:hidden;
    position:relative;
    z-index:10;
}

I hope this helps you . Since UIVisualEffectView subclasses UIView, just as you added the visual effect view to self.view as a subview simply hide it (the UIView hidden property) or remove it from the subviews.
In your case, I would add a instance variable which references the blurEffectView in the view, so that you can just set its hidden property to true or false if need be.

wish of those help You need to change your ItemContainerStyle instead. This sample uses a redish tone just to make the point, but you can change it by setting Item.MouseOver.Background to Transparent:
code :
<Controls:MetroWindow
                  xmlns="http://schemas.microsoft.com/winfx/2006/xaml/presentation"
                  xmlns:x="http://schemas.microsoft.com/winfx/2006/xaml"
                  xmlns:Controls="http://metro.mahapps.com/winfx/xaml/controls"
                  xmlns:local="clr-namespace:MahApps.Metro.Application19"
                  x:Class="MahApps.Metro.Application19.MainWindow"
                  Title="MainWindow"
                  Height="350"
