will be helpful for those in need PostgreSQL installations that have pg_ctlcluster (Debian-based) look for a start.conf file in /etc/postgresql// with these contents:
code :
# Automatic startup configuration
# auto: automatically start/stop the cluster in the init script
# manual: do not start/stop in init scripts, but allow manual startup with
#         pg_ctlcluster
# disabled: do not allow manual startup with pg_ctlcluster (this can be easily
# circumvented and is only meant to be a small protection for
#           accidents).

I wish did fix the issue. Yes, If you want to delete the database cluster you just created just remove the data directory /opt/local/var/db/postgresql83/defaultdb.
By the way, if the PG server is running, shut it down before.
Where are PostgreSQL database files in the cluster directory?

help you fix your problem as @ahorsewithnoname says they are in the base directory, (on some other platfotms data/base) the numeric name is the OID of the database and in the directory will be files named for the OID of the table or index they relate to.
databse oids can be determined with this query. oid is like a hidden unique id column.
code :
select oid,* from pg_catalog.pg_database;
select * from pg_catalog.pg_class;

This might help you In PostgreSQL you can use any existing database (which needs to be idle in order for this to work) on the server as a template when you want to create a new database with that content. You can use the following SQL statement:
code :
CREATE DATABASE newdb WITH TEMPLATE someDbName OWNER dbuser;
ERROR: source database "someDbName" is being accessed by other users

this one helps. You are correct, you can only do PITR on a PostgreSQL database cluster, not on an individual database.
There is only one WAL stream for the complete database cluster; WAL is not split up per database.

I hope this helps . I've just struggled with this for several hours, so I'm posting this for anyone else who winds up here.
Initially, all I could find were two bug reports on the pgsql-bugs mailing list:
code :
The program "postgres" was found by ".../initdb.exe" but was not the same version as initdb.
C:\Program Files\PostgreSQL\11\bin>postgres -V
WARNING: 01000: could not determine encoding for locale
"<some encoding>.utf8": codeset is "CPutf8"
