I wish this help you your css file must under STATICFILES_DIRS in settings.py,set this in settings.py:

Does that help Once you've pushed to heroku you may connect to an isolated instance of your heroku app through bash. You can access this with:

this one helps. Your template name contains the aboslute path /webapp/list.html. Try making it a relative path webapp/list.html so that os.path.join(.) handles path concatenation as intended.
Try this:

Does that help So it turns out my problem was not with Django itself but with my environment. I was running the Django server from ~/Django-project, and our dev server encrypts home directories once all sessions are signed out which means the service could no longer find it. Moving the project to /var/ and daemonizing the manage.py runserver command has kept the project free of Template Does Not Exist errors.

it helps some times You have to create templates folder on same level of app not in the app, and set TEMPLATES variable in settings.py

it helps some times This may not be your only problem, but render_to_response takes the template name first, then the context and context instance.
