this one helps. As the linked thread mentions, the problem is that your app has to have min UWP version set to Fall Creators Update (16299), because this is the first release that supports .NET Standard 2.0.
In version 3.0 Xamarin.Forms dropped support for Portable Class Libraries and is now targeting .NET Standard 2.0 only. This means you must target at least Fall Creators Update (16299) in UWP to make sure it can be referenced.

will be helpful for those in need Xamarin Forms PCL's need to be platform agnostic. If you have a NUnit project that needs access to a Xamarin.iOS specific reference, then you need to build within the iOS project / iOS PCL.
Xamarin.iOS.dll can only be referenced from a iOS related project.

I wish this help you First thing is, remove net45 from your import section, you are not supposed to abuse it this way. You are only allowed to use .NET Core compatible frameworks here, like portable-net45+win8, which are know to work with .NET Core because they share the same API surface.
NEVER use imports like that. It is only there to force nuget to restore certain nuget packagages, which are not yet targeting netstandard1.x, like certain Portable Class Libraries (PCL).

help you fix your problem This happened to me recently. It was from creating an Xamarin application with PCL and changing the target from .NET standard 2.0 to .NET Standard 1.4. After downgrading the Xamarin.Forms from version 3.0.0.446417 to version 2.5.1.527436 in all the projects, it compiled without errors.
Explanation (per request): If you are Targeting before Fall Creators Update (version 6.332), you will need to remove all references to .NET Standard 2.0.

I wish this help you It is not possible to use APIs of the System.Web namespace / dlls in .NET Core 2.
While it is possible to use .NET Framework NuGet packages and DLLs, this compatibility layer is only a best-effort approach and may fail if the external code tries to use APIs that are not available in .NET Core, such as types in System.Web.
