I think the issue was by ths following , I have tried this, but I wouldn't recommend it since it would effectively make your orchestrator function non-deterministic. It's very important that an orchestrator function perform the exact same logic on each replay.
From the docs:
code :

it should still fix some issue You can go either way...
B is the Easiest solution. You use a return parameter with the "Call Shape." Two major cons of this way is that you will be processing Synchronously. So if these two orchestrations aren't related, or are in separate business processes's you will have a lot of orchestrations waiting. Second is that you are coupling the parent and child. So you are creating a dependency between parent and child. Anytime you need to stop the parent, you will have to stop the child.

help you fix your problem Even on a single core machine, BizTalk will run concurrent orchestrations.
You could throttle the orchestration by implementing the singleton pattern in the orchestration.

fixed the issue. Will look into that further I've used two approaches in my projects, depending on the requirements:
Synchronous, in-process Readmodels. After the events are persisted, in the same request lifetime, in the same process, the Readmodels are fed with those events. In case of a Readmodel's failure (bug or catchable error/exception) the error is logged and that Readmodel is just skipped and the next Readmodel is fed with the events and so on. Then follow the Sagas, that may generate commands that generate more events and the cycle is repeated.

Hope that helps In the Orchestration debugger it will show when something start and also when it ends with slightly different icons. So what you are seeing is the end of the Orchestration.
No, that will not cause zombies. Zombies occur after it ends the logical receive location that listens for something (and it is tearing down the instance subscription) and another message arrives that matched that subscription before the Orchestration has fully ended.

it fixes the issue I would prefer to add a comment, but it appears I am too new to the site to be able to do that. This "question" was the exact solution that I was looking for, so thanks for submitting this. The only thing that I can add is that the orchestration did open in a "designer" mode, because there were three tabs at the bottom "design", "split" and "source" but as the original poster points out, only the text of the orchestration content was visible. The designer options at the bottom lead me to believe that VS was using the HTML WYSIWYG designer, rather than the Orchestration designer.
Removing the tag from the btproj file solved the issue so I want to thank Ian again for posting the solution.
