it helps some times Please find below responses from my end. Remember, the more responses we get to these questions the more diverse it can become as ideas differ from one individual to another based on lots of factors. Anyhow, here we go...
If one of the citizens vote, it's a transacation in ethereum and this must be paid using gas. To do that, you need ether and when you create an account this is zero. How would the citizens vote ? will they need to buy ether in a exchange (or mining ?) ?

it fixes the issue TestRPC used to just be in memory. They only recently released support for writing the blockchain out to the file system. As far as I can tell, the in memory implementation is still the default behavior. If you want to find the blockchain files, you'd specify the location yourself with the --db option.

like below fixes the issue I'm ramping up on learning Solidity, and have some ideas. At the moment I am curious if files/images can be put on the blockchain. I'm thinking an alternative would be some hybrid approach where some stuff is on the blockchain, and some stuff is in a more traditional file storage and uses address references to grab it. One issue I foresee is gas price of file uploads. ,

hop of those help? If you already have the contract address skip to the code snippet below. If not, you’ll need to find it.
Look up the account the contract was published from on etherchain.org Find the transaction you used to create the contract. It’ll be one of the “new contract” rows. Finally, inside geth, get the transaction receipt, and the contract address will be the “contractAddress” property of the receipt.
