Does that help The procedure you use to setup the interpreter is correct. The use of isolating projects is that you don't get in trouble with package dependencies. Some projects could require different versions of, for instance the sk-learn package. Isolating projects by using environments and installing seperate packages for every project prevents any issues with this. "Make available to projects" has nothing to do with isolation of packages inside that environment.
The problem here is that you probably did not tick the option 'Add to path' while installing Anaconda. PyCharm does not automatically activate your environments when you do not add Anaconda to path. Using PyCharm with an unactivated environment is unsupported, and can lead to import-errors like the ones you specify. So to solve your error, use anaconda prompt, activate your environment and launch PyCharm from there, or re-install anaconda/mini-conda with the option "add-to-path" checked. it helps some times You can force conda to only look in the appropriate channel when updating.

Hope that helps In your cmd-example, you're using an environment called tensorflow, and not the "root" (aka default) environment. You can add that same environment to PyCharm, and use that instead.
If you're unsure of where the environment is located you can use the conda command conda env list, i.e.:

it helps some times You are correct in selecting the environment "Conda Environment" in the middle :)

With these it helps I have to clarify that anaconda is just a collection. The real environment manager is conda. Here is miniconda. It just contains the necessary parts to manage environment instead of a full anaconda collection.
conda is beyond a simple Python packages manager but is a system-wide package manager. It will help you to install package without pain. A classic example is installing numpy on Windows. Without conda, it is really difficult as it needs a specific C compiler which is difficult to obtain. But with conda, you can install numpy with just one command conda install numpy. It will automatically solve compiler problem and C dependencies.
