To fix this issue I solved it upgrading buildTools to version 26(maybe it works with 27 too, haven't tried) on the app/build.gradle file(not the project level one).
I changed this
code :
 compileSdkVersion 25
 buildToolsVersion "25.0.1"
compileSdkVersion 26
buildToolsVersion "26.0.1"
    new FBSDKPackage()
new FBSDKPackage(mCallbackManager)
Updated react-native and now it wont build

hope this fix your issue Problem: This is because one of your library use Gradle version of 26 to build android packages.
Solution:
code :
allprojects {
    repositories {
        mavenLocal()
        jcenter()
        maven {
            url 'https://maven.google.com'
        }
        maven {
            // All of React Native (JS, Obj-C sources, Android binaries) is installed from npm
            url "$rootDir/../node_modules/react-native/android"
        }
    }
}
subprojects {
   afterEvaluate {
     project -> if (project.hasProperty("android")) {
       android {
        compileSdkVersion 26 buildToolsVersion '26.0.2'
       }
      }
    }
}
compileSdkVersion 26 buildToolsVersion "26.0.2"
dependencies {
    compile 'com.android.support:appcompat-v7:26.0.2'
}

seems to work fine I tried to implement firebase in my existing react-native project, and the gradle build failed. , In your android/app/build.gradle you need to remove:
code :
configurations.all {
    resolutionStrategy.eachDependency { DependencyResolveDetails details ->
        if (details.getRequested().getGroup() == 'com.google.android.gms') {
            details.useVersion('9.8.0')
        }
    }
}
dependencies {
    implementation project(':react-native-firebase')
    // Firebase dependencies
    implementation "com.google.android.gms:play-services-base:16.0.1"
    implementation "com.google.firebase:firebase-core:16.0.1"
    implementation project(':react-native-fast-image')
    implementation project(':realm')
    implementation project(':react-native-google-signin')
    implementation project(':react-native-fbsdk')
    implementation project(':react-native-fetch-blob')
    implementation project(':react-native-config')
    implementation project(':react-native-vector-icons')
    implementation project(':react-native-video')
    implementation project(':react-native-device-info')
    implementation project(':realm')
    implementation fileTree(dir: "libs", include: ["*.jar"])
    implementation "com.android.support:appcompat-v7:23.0.1"
    implementation "com.facebook.react:react-native:+"  // From node_modules
    implementation(project(':react-native-maps')){
        exclude group: 'com.google.android.gms', module: 'play-services-base'
        exclude group: 'com.google.android.gms', module: 'play-services-maps'
    }
    implementation 'com.google.android.gms:play-services-maps:16.0.1'
    implementation('com.facebook.android:facebook-android-sdk:[4,5)')
}

may help you . Solution Found: Found the solution with the help of my Senior, when he tried to delete this file E:\TrackFriends\android\app\build\intermediates\processed_res\debug\processDebugResources\out\resources-debug.ap_: it was unable to delete and showed the message that file is opened in Java(TM) Platform SE Binary. So simply opened the Task Manager and end the task. Now app is Building Successfully.

I wish this help you It is .gradle file in .gitignore and not the *.gradle or build,gradle.
So the answer to your questions is build.gradle is not ignored and should not have to be ignored.
code :
build/
.idea
.gradle
local.properties
*.iml
android/gradle.properties
