Numpy failing in Python3 Google App Flexible Engine

Hope this helps The issue is that you're installing the built distribution ("wheel") for macOS, but the environment that you're attempting to use the dependency in is not macOS. You can tell this based on the filename:
code :
numpy-1.15.4-cp36-cp36m-macosx_10_6_intel.macosx_10_9_intel.macosx_10_9_x86_64.macosx_10_10_intel.macosx_10_10_x86_64.whl
$ pip install \
    --target lib \
    --python-version 36 \
    --platform manylinux1_x86_64 \
    --abi cp36m \
    --implementation cp \
    --only-binary=:all:
    numpy

How do I run Google's aefix tool when upgrading a Google App Engine app to the flexible environment?

By : Selin Kamaş

To fix this issue Sadly, that documentation was out of date. I've sent a pull request to fix it.
Those APIs (mostly) do not work from App Engine flexible. They're only useful from Standard.

Difference between Google App Engine Flexible and Google Container Engine?

Hope this helps They are different things. App Engine Flexible is focused on application development - i.e. you have an application and you want to be deployed and managed by Google). On the other hand, Kubernetes is more about having your own infrastructure. Obviously, you can also deploy applications in Kubernetes but, as it's your "own" infrastructure, you are the one to directly manage how both the and the application will behave (create services, create scalability policies, RBAC, security policies...).
In this sense, Kubernetes is more flexible in what you can achieve. However, as a developer, you may not be interested in the infrastructure at all, only that your application works and scales. For this kind of profile, App Engine Flexible is more suitable.

Symfony3 on Google App Engine Flexible can't connect to Google Cloud SQL MySQL

With these it helps I found it. I read this post Flexible env: post-deploy-cmd from composer.json it not being executed which yielded two interesting infos.
App Engine Flex for PHP, doesn't run post-deploy-cmdany more just use post-install-cmd as a drop-in replacement, unless you need DB connection.
code :
"scripts": {
    "symfony-scripts": [
        "Incenteev\\ParameterHandler\\ScriptHandler::buildParameters",
        "Sensio\\Bundle\\DistributionBundle\\Composer\\ScriptHandler::buildBootstrap",
        "Sensio\\Bundle\\DistributionBundle\\Composer\\ScriptHandler::clearCache",
        "Sensio\\Bundle\\DistributionBundle\\Composer\\ScriptHandler::installAssets",
        "Sensio\\Bundle\\DistributionBundle\\Composer\\ScriptHandler::installRequirementsFile",
        "Sensio\\Bundle\\DistributionBundle\\Composer\\ScriptHandler::prepareDeploymentTarget"
    ],
    "pre-install-cmd": [
        "Sensio\\Bundle\\DistributionBundle\\Composer\\ScriptHandler::installAssets",
    "post-install-cmd": [
        "chmod -R ug+w $APP_DIR/var",
        "Incenteev\\ParameterHandler\\ScriptHandler::buildParameters",
        "Sensio\\Bundle\\DistributionBundle\\Composer\\ScriptHandler::buildBootstrap",
        "Sensio\\Bundle\\DistributionBundle\\Composer\\ScriptHandler::clearCache",
        "Sensio\\Bundle\\DistributionBundle\\Composer\\ScriptHandler::installRequirementsFile",
        "Sensio\\Bundle\\DistributionBundle\\Composer\\ScriptHandler::prepareDeploymentTarget"
    ],
    "post-update-cmd": [
        "@symfony-scripts"
    ]
},

Connecting to google-sql with Python3 flexible engine through Flask/SQLAlchemy

should help you out SQLAlchemy uses it's engine class to control interactions with the database. First, you create an engine specifying how you want to connect:
code :
db = sqlalchemy.create_engine(
    # Equivalent URL:
    # mysql+pymysql://<db_user>:<db_pass>@/<db_name>?unix_socket=/cloudsql/<cloud_sql_instance_name>
    sqlalchemy.engine.url.URL(
        drivername='mysql+pymysql',
        username=db_user,
        password=db_pass,
        database=db_name,
        query={
            'unix_socket': '/cloudsql/{}'.format(cloud_sql_instance_name)
        }
    )
}
with db.connect() as conn:
     recent_votes = conn.execute(
            "SELECT candidate, time_cast FROM votes "
            "ORDER BY time_cast DESC LIMIT 5"
     ).fetchall()

Accessing Google Sheets & Google's non-Cloud Platform APIs from Google App Engine - NodeJS Flexible Environment

I hope this helps . I recently wrote NodeJS code that writes to a spreadsheet. It uses a service account and creates a JWT from a key file. My code runs as a Cloud Function, but perhaps it would give you ideas for how to solve your problem in GAE.
