seems to work fine You can remove the comment tags before feeding the html into bs4.
Make sure we have the right strings for the replace function
code :
import requests
page = requests.get("https://www.basketball-reference.com/teams/GSW/2018/lineups/")
print(page.text.count("""<!--\n   <div class="table_outer_container">"""),page.text.count("""</div>\n-->"""))
# out: 8 8
no_open_tag = page.text.replace("""<!--\n   <div class="table_outer_container">""","""<div class="table_outer_container">""")
no_close_tag = no_open_tag.replace("""</div>\n-->""","</div>")
print(no_close_tag.count("""<!--\n   <div class="table_outer_container">"""),no_close_tag.count("""</div>\n-->"""))
# out: 0 0
from bs4 import BeautifulSoup
soup = BeautifulSoup(no_close_tag, "html5lib")
print(len(soup.findAll("div", {"class":"table_outer_container"})))
# out: 8

hop of those help? EDIT: following Zed's and your comments I've done some testing and this is what you should use:
code :
$final = preg_replace('/<li><p>[\s]*?&lt\;!--(.*?)--&gt\;<\/p><\/li>/m', "<!--$1-->", $z);

Why are my php tags converted to html comments?

I wish did fix the issue. The place to correctly configure PHP operation is the httpd.conf file, which resides in the conf subdirectory of your Apache installation directory.
In there, you'll want to look for the module loading section, which will be a bunch of lines that start with LoadModule. Somewhere in there, you should have the following (or something very similar):
code :
LoadModule php5_module "location\of\your\php\installation"
AddType application/x-httpd-php .php
PHPIniDir "location\of\your\php\configuration\file"
LoadModule php5_module "c:/program files/php/php5apache2.dll"
AddType application/x-httpd-php .php
PHPIniDir "C:/program files/php"

Hope this helps Are you using Python2.7 and BeautifulSoup4? If not the latter, I would install BeautifulSoup4.
pip install beautifulsoup4
code :
from bs4 import BeautifulSoup, Comment

html = """<h4 class="col-sm-4"><!-- react-text: 124 -->52 Week High/Low:<!-- /react-text --><b><!-- react-text: 126 --> ₹ <!-- /react-text --><!-- react-text: 127 -->394.00<!-- /react-text --><!-- react-text: 128 --> / ₹ <!-- /react-text --><!-- react-text: 129 -->252.10<!-- /react-text --></b></h4>"""
soup = BeautifulSoup(html)
comments = soup.findAll(text=lambda text:isinstance(text, Comment))

# nit: It isn't good practice to use a list comprehension only for its
# side-effects. (Wastes space constructing an unused list)
for comment in comments:

print soup
