I think the issue was by ths following , Correct, the is no way to do this with Bing Maps. I recommend taking a look at Azure Maps instead. This can be achieved with Azure Maps by setting the transformRequest option of the map and then creating a tile layer and adding it to the map. Here is a quick code sample:
code :
<!DOCTYPE html>
    <title>Tile Layer using X, Y, and Z - Azure Maps Web Control Samples</title>

    <meta charset="utf-8" />
    <meta http-equiv="x-ua-compatible" content="IE=Edge" />
    <meta name="viewport" content="width=device-width, initial-scale=1, shrink-to-fit=no" />

    <!-- Add references to the Azure Maps Map control JavaScript and CSS files. -->
    <link rel="stylesheet" href="https://atlas.microsoft.com/sdk/css/atlas.min.css?api-version=1" type="text/css" />
    <script src="https://atlas.microsoft.com/sdk/js/atlas.min.js?api-version=1"></script>

    <script type='text/javascript'>
        var map;

        function GetMap() {
            //Add your Azure Maps subscription key to the map SDK. Get an Azure Maps key at https://azure.com/maps
            atlas.setSubscriptionKey('<Your Azure Maps Key>');

            //Initialize a map instance.
            map = new atlas.Map('myMap', {
                center: [-99.47, 40.75],
                zoom: 4,
                trasnformRequest: function(url, resourceType){
                    if(url.startsWith('https://mytileserviceurl...') {
                        return {
                            url: url,
                            credentials: 'include',
                            headers: {
                                'my-header': true

            //Wait until the map resources have fully loaded.
            map.events.add('load', function (e) {
                //Create a tile layer and add it to the map below the label layer.
                //Weather radar tiles from Iowa Environmental Mesonet of Iowa State University.
                map.layers.add(new atlas.layer.TileLayer({
                    tileUrl: 'https://mytileserviceurl/{z}/{x}/{y}.png',
                    opacity: 0.8,
                    tileSize: 256
                }), 'labels');
<body onload="GetMap()">
    <div id="myMap" style="position:relative;width:100%;min-width:350px;height:600px;"></div>

What is the best way to implement scrollable maps (like Google Maps) in Microsoft Silverlight?

wish helps you For an open source solution you could look at BruTile. It too has all the features you describe. It can also be used on the Microsoft Surface and on Windows Phone (for your markeplace version).

Draw a polygon (preferably rectangle) on Custom Overlays (Microsoft.Maps.CustomOverlay) in Bing Maps v8

I hope this helps . Polygon's are rendered within the base map canvas. As such changing the zIndex such that custom overlays are below polygons would result in the overlay being behind the base map and not visible. It is not possible to put custom overlays between the base map and polygons at this time.
That said, if you are using the drawing tools, it uses a separate canvas when drawing/editing which is above custom overlays. If you are simply drawing a polygon/rectangle and then doing a search with it, that would work, but the final polygon would end up behind the overlay as soon as you leave edit mode.

Use mapBox tile as osmdroid tileSource

I wish this help you The important fact to note: The mapbox.mapbox-streets-v8 is a vector tileset. Vector tiles are not directly supported by Osmdroid, only bitmap are. Fortunately, Mapbox is still provides bitmap tiles for their tilesets.
Use mapbox.mapbox-streets-v8 ( you can also try mapbox.streets for example) as MAPBOX_MAPID and use MapBoxTileSource as described in the osmdroid documentation.
code :
final MapBoxTileSource tileSource = new MapBoxTileSource();
//option 1, load your settings from the manifest
//option 2, provide them programmatically

Bing Maps v8.0 Microsoft.Maps.Location is not a constructor in chrome

I wish did fix the issue. The issue is likely that you are trying to use the Microsoft.Maps namespace before the map control script is loaded. The V8 map script loads asynchronously for performance, however this means that if you try to access namespace in code right after the script tag to load the map control, the namespace won't be there. You need your code to wait until the map script is loaded. You can handle this by adding a callback function name to the map script tag URL. For example:
