wish of those help You will have to read the size & extension on File and prevent upload when they do not match your constraints.
code :
const file = fileSystemModule.fromPath(localFilePath);
if (file.size <= YOUR_SIZE_LIMIT_IN_BYTES && file.extension.toLowerCase() === "png") {
    // Upload
} else {
   alert("File can't be uploaded");

code :
let imageOneData = UIImageJPEGRepresentation(self.imageOne, 0.5)
let imageOneData = UIImagePNGRepresentation(self.imageOne)

Does that help Media File Picker is one good option, let's know what conflicts you are facing there.
If you prefer to do it on your own then you might need little bit knowledge on marshalling Objective C & Java. With Android, it's quite easy to throw an Intent to pick any or specific type of files for you. With iOS you will have to use UIDocumentPickerViewController to pick up the file.

Unable to upload JSON file to Azure Cosmos DB due to large file size

should help you out It is not an error. It is just a warning. You were trying to create documents with too many threads, which consumes too many RUs.
The Azure CosmosDB API probably implements Throttling pattern. So, when you hit the limitation, your request will be throttled.
