I wish this help you I think a code snippet worth more than a lot of words. So I would go for something like that:

Any of those help assuming that TiposMotivA and ModaLinhaA have the same length (which I guess is the case in your full dataset):

I hope this helps you . You can use pd.Series.get_dummies, which has a useful sep parameter.
