Is it possible to use docker as dev enviornment for golang app engine standard enviornment?

seems to work fine You can build custom runtimes using Docker, you will only need App Engine Flexible if you want to deploy them. In your case, as you want to deploy to App Engine Standard, I would recommend using the Development Server to simulate correctly the environment.

Best way to set up a common enviornment for using Rails

I wish this help you As @MarcBaumbach stated above tools like Vagrant, Docker and Puppet are built for this. In my experience your environment do not need to be identical. I work on a Mac at work, Fedora at home and I have a teammate in India who uses Ubuntu. Specifying the Ruby version as well as the Rails version in the gemfile works well.

seems to work fine You're overcomplicating this a bit, and it's unclear what the purposes of f and getlast could be as you're never using them (and the "definition" of f is a syntax error).
If you test your getlast outside of this function (this is usually a good idea) you'll notice that getlast [] is SOME [] and getlast [1,2,3] is SOME [1,2,3]; getlast y is SOME y no matter what y you pass to it.

fixed the issue. Will look into that further It would work fine. Set the backend up using IIS or IIS Express.
It would mean however that your API (backend) is a completely different web app than your frontend. Sometimes this is just what you intend, a stand-alone reusable API.
