will be helpful for those in need I found the following technical and algorithmic/mathematical flaws:
Technical issue:
code :
dltOutputs[z] = arrayErrors[z] * (1/2) * (1 + arrayNormLUT[z][1]) * (1 - arrayNormLUT[z][1]);
dltOutputs[z] = -arrayErrors[z] * 0.5 * (1 + arrayNormLUT[z][1]) * (1 - arrayNormLUT[z][1]);
static double [][][] wgtIH = new double[strLUT.length][NUM_INPUTS][NUM_HIDDENS];
static double [][][] wgtHO = new double[strLUT.length][NUM_HIDDENS][NUM_OUTPUTS];
public static void initializeWeights() {
    for(int z = 0; z < arrayLUT.length; z++) {
        // Initialize weights from input layer to hidden layer
        double rndWgtIH = Math.random() - 0.5;
        for (int i = 0; i < NUM_INPUTS; i++) {
            for (int j = 0; j < NUM_HIDDENS; j++) {
                wgtIH[z][i][j] = rndWgtIH;
                dltWgtIH[i][j] = 0;
            }
        }
        // Initialize weights from hidden layer to output layer
        double rndWgtHO = Math.random() - 0.5;
        for (int j = 0; j < NUM_HIDDENS; j++) {
            for (int k = 0; k < NUM_OUTPUTS; k++) {
                wgtHO[z][j][k] = rndWgtHO;
                dltWgtHO[j][k] = 0;
            }
        }
    }
}

I think the issue was by ths following , Rebuild the jvm to support debugging using jrecreate

I wish this helpful for you I think you have problem with libraries you have used. FutureTask.java may be not implemented in the library file. So you can replace your library files to newer version.

Java Assemblier Debugging

hope this fix your issue I am working on my java program, which basically converts one group of strings, and replaces them with a different grouping of strings. , For operand you have
code :
    //get operand
    if(sc.hasNext()){
        operand=sc.next();
    }
    //get operation
    if(line.contains(":")){//line has label
        sc.next();//skip label
        operation=sc.next();
    }

Is debugging JavaScript as easy as debugging a C++/C#/Java application?

will help you With Addons in FireFox (FireBug, GreaseMonkey to name a few) along with support from IDEs like Visual Studio, it makes it pretty easy to debug javascript. Is it as "easy" as Java, C#, etc. I think that is really depends from programmer to programmer. I know a lot of programmers who think programming and debugging JavaScript is the most terrible thing in the world, eventhough they have all the tools available to them. To me, it doesn't seem so difficult, but I started programming JavaScript when there were no tools to help debug it. Like many things it's all a matter of perspective.

debugging is not supporting in java

To fix this issue I would suggest to look how the debugging happens first.
The IDE actually does not do any debugging. Its just uses the debug information provided by java at run time. When you run your program in debug mode, the java generates certain additional information in the class file to be used by the Runtime. On command prompt, you can do this by invoking -g option. e.g. javac -g YourClass.java In short, class from the jar file may not have the debugging information as it was not compiled with debugging option.
