I think the issue was by ths following , You can create two Subscriptions for the Topic. Remove the $Default rule/filter on both and then add a custom rule to distinguish between the 'default' and 'special' messages.
I don't know if you already have any way to do this - you can use the message system properties, for instance, if there is one that you can rely on. If not add a custom property to either both types of message or just the 'special' ones and configure the rules accordingly, e.g.

MessageType = 'Special'

To fix the issue you can do The method was throwing an unhandled exception. Rebus was trying to re-process it since it was erroring out.
Adding exception handling allowed the method to finish. Now the handler is only called one time as expected.

fixed the issue. Will look into that further Using Service Bus Explorer you can connect to Azure Service Bus and administer messaging entities. You can download the tool here.
Once you download the tool you run “ServiceBusExplorer.exe” In the Service Bus Explorer go to File Connect

help you fix your problem When using Azure Service Bus with MassTransit, you can add subscription endpoints in additional to regular endpoints. When configuring a subscription endpoint, you should be able to specify rules and/or filters as part of the subscription. Which is exactly what you're doing above, so that is handled.
The other part, adding properties to the message, can be done by adding text headers to the SendContext. Those headers are copied to the message Properties collection, which I believe can be used to filter messages using a "SQL" filter (which is configured on the subscription endpoint, or the topic subscription on a receive endpoint).
