To fix the issue you can do The problem arises because you have no records for driverid in tbanswers table.
Either make an entry in tbanswers or Use Query given by Forpas above or use this query
code :
SELECT tbdrivers.driverid,
FROM   tbdrivers
       LEFT JOIN tbanswers
              ON tbdrivers.driverid = tbanswers.driverid
WHERE  tbdrivers.place = 'WDC'
       AND answerdate BETWEEN '2018-11-28' AND '2018-12-03'
        OR answerdate IS NULL
GROUP  BY tbdrivers.driverid

Hope this helps That's a simple NOT EXISTS clause you are looking for (records from tbl_a for which not exists an entry in tbl_b):
code :
select id
from tbl_a a
where not exists
  select *
  from tbl_b b
  where b.a_id = a.id
  and b.date = a.date
select id
from tbl_a
where (id, date) not in (select a_id, date from tbl_b);

Filter data from 2 tables and get results from both tables

like below fixes the issue If I understood you correctly, then you're looking for a left join filter, ie left join Items (additionally to containing it for retrieval), group by Orders primary key (to avoid duplicates), and then simply add the Items.vessel_id condition to the main queries WHERE clause in order to make it a OR condition too.
code :
        'OR' => [
            'Orders.id' => $freeText,
            // ...
            'Items.vessel_id' => $freeText

Inter tables query: I need to build a query that filter data base on conditions in two other tables

Hope this helps I have 3 tables as following , It seem you just need a simple join:
code :
    CASE WHEN flag.col1=0 < THEN NULL ELSE data.Col1 + offset.Col1 AS COL1 END as Col1,
    CASE WHEN flag.col2=0 < THEN NULL ELSE data.Col2 + offset.Col2 AS COL2 END as Col2,
    CASE WHEN flag.col3=0 < THEN NULL ELSE data.Col3 + offset.Col3 AS COL3 END as Col3
from data
join offset on data.TimeStamp between offset.StarTime and offset.EndTime
join flag on flag.TimeStamp = data.TimeStamp

r Evaluate condition by group in data.table to filter rows, data structure: list of data.tables

will help you After looping over the list with lapply, create logical expression with max and min and check if all the values are non-negative, grouped by 'foo', then extract the row index (.I) to subset the rows of the dataset
code :
lapply(df.list, function(dat) dat[dat[,
   .I[all(sign(lorem) >=0) &&(max(lorem) <= 20 * min(lorem))], foo]$V1])
#   foo lorem
#1:   2    30
#2:   2    70
#3:   2    50

#   foo lorem
#1:   2    30
#2:   2    20
#3:   2    20
map(df.list, ~ .x[.x[, .I[all(sign(lorem) >= 0) &&
          (max(lorem) <= 20 * min(lorem))], foo]$V1])
