it should still fix some issue POST requests need X-RequestDigest header exists in your request. You can get it from current page or from /_api/web/contextinfo endpoint.
Use this link for examples: https://docs.microsoft.com/en-us/sharepoint/dev/sp-add-ins/complete-basic-operations-using-sharepoint-rest-endpoints#writing-data-by-using-the-rest-interface

How to create a new sharepoint site based on a template after a new item is added to a List

around this issue Ok well first you have to create a sharepoint project with visual studio in there you can write c#
to create a site in c#
code :
 SPSite topLevelSite = new SPSite("http://localhost");
 SPWeb spWebInstance = topLevelSite.OpenWeb();
 String siteTemplate = spWebInstance.WebTemplate;
SharePointWebInstance.Webs.Add("the name", "name", "new site added",    (UInt32)System.Globalization.CultureInfo.CurrentCulture.LCID, siteTemplate, false, false);
 catch(Exception ex)
using Microsoft.SharePoint;

class SPTest {

public void ReadList() {

// Use using to make sure resources are released properly
using(SPSite oSite = new SPSite(pathToSite)) {
using(SPWeb oWeb = oSite.AllWebs[nameOfWeb]) {
  // Alternately you can use oSite.RootWeb if you want to access the main site

  SPList oList = oWeb.Lists[listName]; // The display name, ie. "Calendar"

  foreach(SPListItem oItem in oList.Items) {
    // Access each item in the list...
    DateTime startTime = (DateTime)oItem["Start Time"];
    // etc....

How to delete list item using SharePoint Online 2013 Rest API in C#

I hope this helps . Ok, I found the solution:
The client headers need to include the form digest:
code :
client.Headers.Add("X-RequestDigest", GetFormDigest());
    private string GetFormDigest()
        var webClient = new WebClient();
        webClient.Headers.Add("X-FORMS_BASED_AUTH_ACCEPTED", "f");
        webClient.Credentials = this.Credentials;
        webClient.Headers.Add(HttpRequestHeader.ContentType, String.Format("application/json;odata=nometadata"));
        webClient.Headers.Add(HttpRequestHeader.Accept, String.Format("application/json;odata=nometadata"));

        var uri = new Uri(this.SharepointBaseURL);
        var endpointUri = new Uri(uri, "_api/contextinfo");
        var result = webClient.UploadString(endpointUri, "POST");
        JToken t = JToken.Parse(result);

        //Use this if odata = nometadata
        return t["FormDigestValue"].ToString();

        //Use this if odata = verbose
        //return t["d"]["GetContextWebInformation"]["FormDigestValue"].ToString();
        var securePassword = new SecureString();
        foreach (var c in myPassword)

        this.Credentials = new SharePointOnlineCredentials(myUserName, securePassword);

I hope this helps . You need to make couple of changes as below:
1) Change the metadata as below:
code :
url: "https://companyname.sharepoint.com/_api/sitepages/publishingsite/create",
function DoRestCall(){
    var body={'request':
        "Classification":"MyTest Communication Site",
        "Description":"Here is my communication site",
        "Title":"MyTest Communication Site",
        type: 'POST',
        url: "https://companyname.sharepoint.com/_api/sitepages/publishingsite/create",
        contentType: 'application/json',
        processData: false,
            "X-RequestDigest": document.getElementById("__REQUESTDIGEST").value
        data: JSON.stringify(body),
        success: function ()
            alert('CREATION REQUEST SUBMITTED');
        error: function(data){
            alert('failure:' + data.statusText );
