may help you . When App Engine is making an outbound HTTPS request (fetching URL) it checks for the certificate of the requested url. If for any reason the certificate is not valid App Engine rejects the request. As per the documentation, to disable host certificate validation set the value of verify_peer to false.
You should also read about the limits and quotas for URL fetch.

I hope this helps you . I've seen this problem -- you're running the wrong version of Python locally.
Install Python 2.5 and ths problem should go away -- it did for me.

The link http://.storage.googleapis.com/image.png is the production link, and the request is served from the production server.

Hope this helps In your screenshot, you visited port 8000. 8000 is the admin port. You want 8080 for the default module. So: http://localhost:8080/wp-admin/install.php.

Any of those help As per Vadim's comment, UNIX sockets must be used to connect from App Engine to Cloud SQL otherwise IP whitelisting must be involved, something which there is little guides on how to do.
To accomplish this, we simply change the host from 35.194.32.254 to the UNIX socket /cloudsql/my-project-12345:us-central1:mydatabase:
